This is most, but not all of mercury 39466A2 Mercury Remote Control Attaching Kit D
Basically the only thing missing from this are:

Rubber Grommets 39463 (#1)
Guide 66354 & Pin (#23)
Anchor Pin (Throttle & Shift cable) 39461 (#10)
Also missing some screws / nuts related to the above items, but it appears everything else is here.

Compatibility

Found On some Mercury outboards 1985 & below 7.5hp (S/N 3801458 & Up) & 9.8hp (S/N 3795658 & Up) - I'm not entirely sure on compatibility on this beyond what it's saying from period manuals, so I don't know the exact cut-off date. I would imaging pretty much anything in that standard 7.5 / 9.8hp style after the serial numbers indicated above would be compatible. The type of outboards that had the boxier cowlings made of plastic rather than the original cast aluminum ones.
